TenPay Global, Tencent's cross-border payment platform, and Mastercard have signed a memorandum of understanding to explore cross-border payment interoperability and agentic payments, the companies said on 2 November 2026 at Hong Kong FinTech Week. The MOU covers three areas: QR payments for international visitors in mainland China, remittances into the Weixin/WeChat ecosystem, and AI-enabled commerce. It is a framework to explore, not a launch. No dates, markets, pricing or volume targets were given.
Three workstreams
QR acceptance for visitors. The aim is to let international visitors pay with familiar digital wallets and issuer apps at QR-enabled merchants in mainland China. The two companies will combine payment processing, currency conversion, risk management and fraud prevention, and will engage wallet providers, financial institutions and payment service providers to widen participation. The work builds on Mastercard Wallet Pay and Mastercard's existing payment facilitation in mainland China.
Remittances. TenPay Global and Mastercard plan to deepen their existing remittance link through Mastercard Move, so that more overseas senders can transfer money into the Weixin ecosystem. Mastercard says Move reaches more than 200 countries and territories and more than 150 currencies.
Agentic commerce. The companies will explore how Mastercard Agent Pay, Agent Connect and Virtual C-Suite could support AI-enabled commerce for consumers and merchants.
The demand numbers
The release cites two growth figures, each from a different measure:
Measure — Figure — Period
Inbound spending in mainland China (Mastercard data) — +51.3% year on year — 12 months to June 2026
Transactions with international digital wallets via Weixin Pay — +81.8% by number, +80.6% by value, year on year — January to August 2026
The release does not give a source for the Weixin Pay figures; they are presented as the companies' own.
Card network meets super-app
For years, visitors to mainland China ran into a closed QR ecosystem built around Weixin Pay and Alipay, with international cards accepted unevenly. Weixin Pay now takes payments from international digital wallets, as the release's own growth figures show. The MOU's angle is the reverse direction: making Mastercard the conversion and risk layer for wallets and issuer apps that already exist outside China, so that they can be read at Weixin QR merchants.
For Mastercard, that keeps the network in the transaction at a time when QR wallets and account-to-account links increasingly connect directly across borders. For TenPay Global, Mastercard brings issuer relationships and fraud tooling it would otherwise have to negotiate market by market. The agentic strand is the most speculative and the least defined of the three.
