Ripple Wins Full MiCA License in Luxembourg as XRP Spot ETFs Cross $1.49B in Inflows

Ripple's Luxembourg CASP authorisation and existing EMI licence create a passportable EEA services perimeter as XRP spot ETFs reach $1.49 billion in cumulative inflows. Aviva Investors' tokenised USD liquidity fund on XRPL adds an institutional proof point, while Standard Custody's Fed master-account request remains stalled by US policy.

Ripple entered August with a sharply divided scoreboard. On July 6, Luxembourg's financial regulator gave Ripple the full MiCA Crypto-Asset Service Provider authorisation it had been seeking, while US spot XRP exchange-traded funds had accumulated $1.49 billion in net inflows during an eight-week positive-flow run. Days later, Aviva Investors put a tokenised share class of its dollar liquidity fund on the XRP Ledger, while in the United States Ripple's bid for a Federal Reserve master account through Standard Custody & Trust remains caught in a policy pause.

Luxembourg completes Ripple's EU services stack

The Luxembourg Commission de Surveillance du Secteur Financier, or CSSF, authorised Ripple's CASP licence after preliminary approval in June. Paired with Ripple's existing EU Electronic Money Institution licence, the permission lets the company offer its regulated crypto payments product through a single European relationship across the 30-country European Economic Area, including the EU's 27 member states and three additional EEA markets. The business scope is material for custody, transfer, exchange and payment-service workflows that banks, fintechs and corporates can use without assembling separate national operating structures [1].

"This CASP authorisation means Ripple enters the post-transitional MiCA era fully compliant and ready to scale," Cassie Craddock, Ripple's managing director for the UK and Europe, said in the company's announcement. [1]

The permissions are not a token approval. The CASP authorisation covers Ripple's services and the EMI licence its e-money and payments leg; neither alone equals separate MiCA e-money-token authorisation for RLUSD. They do, however, give Ripple a licensed European relationship through which to develop the token's institutional use.

XRP funds made the demand case, with an important caveat

The ETF numbers have been substantial, but they require careful reading. US spot XRP ETFs recorded eight consecutive weeks of net inflows and reached $1.49 billion in cumulative flows by early July, according to SoSoValue data reported by crypto.news. The same snapshot showed about $1.05 billion in assets under management, or roughly 1.47% of XRP's market capitalisation [2]. This was not a claim that $1.49 billion arrived over eight weeks: it was the lifetime cumulative figure at the end of an eight-week streak.

By July 24, the complex's net assets had moved to about $997 million, while lifetime net inflows remained near $1.49 billion. The difference illustrates the market-price effect: fund investors can add cash while the value of the XRP held by the funds declines. The eight-week streak formally ended on July 13, but the concentration of the vehicles is clear. Bitwise, Canary, and Franklin Templeton accounted for about 82% of complex assets, making their flows the most useful indicator of continuing demand [3].

The funds created a regulated XRP exposure route, but July's figures describe a maturing, concentrated category rather than uninterrupted acceleration.

Aviva puts a regulated fund share class on XRPL

The institutional signal became more concrete on July 29, when Aviva Investors launched a tokenised share class of its US Dollar Liquidity Fund on the XRP Ledger. The fund invests in high-grade, US-dollar-denominated short-term debt and targets low-risk returns with daily liquidity. Eligible digital-wallet investors receive the conventional fund's investment objective, risk profile, liquidity characteristics and regulatory protections [4].

The Central Bank of Ireland approved the share class, a regulatory first for tokenised fund structures. Licuido supplied the tokenisation infrastructure, Komainu the digital-asset custody, and BNY Mellon holds the underlying fund assets [4].

"This is a landmark moment for fund tokenisation," said Nigel Khakoo, senior vice president of trading and markets at Ripple. "Aviva Investors has demonstrated that it is possible to bring a regulated, institutional-grade tokenised product to market on live infrastructure, with real investor protections in place." [4]

For Ripple, the launch supplies evidence that its ledger can host a regulated asset-manager product, not only a payment token. It also gives substance to the compliance-first stablecoin narrative. RLUSD's prior expansion through Wormhole to more than 40 chains and Mastercard's inclusion of RLUSD in its six-coin settlement plan give the stablecoin distribution breadth; the Luxembourg licences make the European institutional conversation more credible. Those commercial integrations are not a substitute for token-specific MiCA requirements, but they help explain why Ripple is building its European compliance stack.

Washington remains the constraint

The unresolved US piece is Standard Custody & Trust Company's master-account request, filed in July 2025. A master account could let the subsidiary maintain RLUSD reserves directly at a Federal Reserve Bank, subject to Fed discretion [5]. No approval had been reported by early August.

The delay is part of a wider policy choice. Federal Reserve staff recommended pausing Tier 3 access decisions while the Board develops a limited-purpose Payment Account, with the pause expected to end on or before December 31, 2026. It would permit clearing and settlement but deny intraday credit, discount-window borrowing and interest; the closing balance limit could not exceed $1 billion [5].

That leaves Ripple with two simultaneous realities. In Europe, it can now scale a licensed services business and point to a live, Irish-approved tokenised fund. In the US, its desired direct central-bank connection is waiting behind the same narrow payment-account design debate confronting other nontraditional financial institutions. Ripple has built enough regulated distribution and product proof to make the unopened US door consequential.
